What You’ll Do:

Job Summary:

The Mount Sinai Health System Senior Manager of Behavioral Health Value Based Care is responsible for overseeing the operational implementation and performance of value-based care projects and initiatives involving patients with behavioral health conditions across the Mount Sinai Health System. The Senior Manager creates sustainable programs and partnerships that will ensure success in value-based care delivery models and programs across different payors. S/he reports to the MSHS VP of Behavioral Health and the Mount Sinai Health Partners Senior Medical Director.

 

Duties & Responsibilities:

·         Ensures effective operational and administrative planning and implementation of value-based care pilots, programs and pay-for-performance initiatives involving behavioral health conditions within MSHS

·         Develops workflows, processes and general operational architecture to for providers, care managers, and others to collectively meet VBP metrics and desired outcomes as per project/initiative

·         Engages with and works closely with clinical and administrative leaders of clinical programs to ensure effective implementation

·         Serves as expert and develops knowledge base re: all current and pending clinical quality, utilization, and outcome metrics (national, state-specific, and MSHS-specific) related to the management of behavioral health conditions across the MSHS patient population

·         Serves as primary lead with MSHS IT and data analytics as related to behavioral health projects and population-health related programs to develop and implement data and reporting systems to support the capture, analysis and use of health center and community data to improve population health, quality of care and cost effectiveness

·         Develops and maintains other department/program specific data and performance metrics reports in collaboration with department/campus/program clinical leadership

·         Analyzes performance reports and works with clinical leadership to translate data into performance improvement

·         Develops and implements systems to maximize efficiency and implement cost-effective, value-based business practices

·         Works with MSHS Health Home/Care Management and MHSP divisions to further enhance and align behavioral health care coordination with physical health care coordination activities and system design

·         Manages MSHS behavioral health grant/contract-funded/joint venture projects in selected areas and represent MSHS with grant/contract funders and partners

·         Supports physician leadership in developing new care models and payment initiatives that improve clinical performance

·         Responsible for collaboration with MSHS Legal/Compliance/Finance for all matters relevant to value-based care behavioral health projects and population-health related programs

·         Engages behavioral health community based programs that support Population Health priorities, influence social and behavioral determinants of care

·         Participates in negotiations of new partnerships that increase access for patient populations

·         Provides guidance, support, and education as related to behavioral health in value-based delivery models, to both behavioral health and non-behavioral health providers

·         Works with MSHS staff to identify collective training needs and develop and implement training and technical assistance programs for health center leadership and staff

·         Assures compliance with regulatory, insurance and ethical standards regarding safety of patients, employees and property. Identifies contingency plans for potential risks

·         Effectively leads and supervises all direct reports, and directs all Services staff through effective leadership and management of direct reports

·         Supervises and evaluates work performance of direct report staff members providing on-going feedback

·         Other duties as assigned

 

What You’ll Bring:

Qualifications:

·         Master’s degree in health care related area (MHA, MPH, MBA) or equivalent education and experience

·         License/certification in related health profession strongly preferred (LCSW/LMSW, RN, PhD, LMHC)

·         At least 5 years of experience in operational leadership positions in behavioral health direct clinical services (experience in strategic planning and execution, using and data to drive performance change, managing resources and leading successful teams)

·         Strong understanding of clinical operations in behavioral health settings and proven ability to meet established goals

·         Astute sense of complex organizational dynamics

·         Skilled in leading interdisciplinary teams, project management, stakeholder analysis and engagement

·         Working knowledge of innovative care models, new payment models, and clinical quality/performance improvement opportunities (ie, DSRIP, ACO, MIPS, NYS VBP)

·         Must have strong understanding of behavioral health care delivery models, preferably within New York State

·         Experience with health management principles and delivery systems required

·         Experience with health care analytics preferred

·         Understanding of value-based/population health management principles
