Associate Director, Government Channels – Mount Sinai Health Partners

Job Description

The Mount Sinai Health System

Associate Director, Government Channels

Mount Sinai is one of the largest U.S. health systems with a strong reputation for quality of care and research/education.  We have ~40,000 employees working together to provide billions of dollars in high-quality care each year for millions of patients.

We are accelerating a transition to a business model focused on population health management – our goal is to keep entire communities healthy and out of the hospital.  Mount Sinai Health Partners (MSHP) is the team driving this transformation within Mount Sinai.  The team includes 400+ employees with clinical, contracting, finance, IT, analytics, operations, and product development expertise.

MSHP is a fast growing business unit within Mount Sinai and is looking for team members who:

·         Are comfortable “playing up” and “playing down” as needed to accomplish business objective

·         Work productively amidst ambiguity

·         Thrive in fast-paced  work environments

·         Seek to improve the status quo

The Government Channels Team within MSHP is part of the Clinical Operations Team that drives the implementation and ongoing improvement of clinical initiatives that enable Mount Sinai to deliver better value to its patients, its providers, its customers (i.e., plan sponsors and payers), and its partners. At Mount Sinai, value is defined broadly and encompasses improved health outcomes, more efficient operations, better patient experience, more joyful care team environment, and improved financial performance. The Government Channels Team focuses on MSHP’s work with federal and state government payers (Medicare and Medicaid) and includes understanding and advising MSHP on changes to federal and state policies that affect our work, manage the operational work related to participation in programs such as the Medicare Shared Savings Program, and collaborating with partners throughout MSHP and Mount Sinai on these initiatives.

Role Summary

MSHP is seeking an Associate Director to join the Government Channels team. The Associate Director will coordinate and execute the operational activities required to successfully manage the government programs where Mount Sinai’s participation is led by MSHP, in particular Mount Sinai’s participation as an Accountable Care Organization (ACO) in the Medicare Shared Savings Program. Examples of these activities include ensuring that MSHP successfully executes against programmatic submissions (e.g., annual Medicare ACO quality reporting), helping to coordinate with colleagues to understand performance and assess opportunities, and providing ad hoc support to the Senior Director and Clinical Operations leadership. Importantly, beyond coordinating and executing core operational activities, the Associate Director will play a critical role in keeping up-to-date on all relevant State and Federal health policy mandates and changes. The Associate Director will need to effectively communicate these mandates and changes to both the Senior Director and Clinical Operations leadership. As a face of MSHP’s Government Channels team, the Associate Director will need to communicate effectively with senior leadership and collaborate dynamically with peers from teams across MSHP and MSHS more broadly (e.g., population health analytics) to execute work.

·         Partner with the Senior Director to serve as an accountable lead of operations for Mount Sinai’s Medicare ACO and other government payer programs where Mount Sinai participation is led by MSHP. Duties include but are not limited to:

o    Submitting documentation and reporting on time and as required for government programs (e.g., annual ACO quality reporting, Participant List submission) by coordinating with supporting individuals and teams from other departments as needed.

o    Assisting in the coordination and execution of the analytical work streams required to understand historical performance in government programs led by MSHP, as well as to project for future performance in current programs and those under consideration; this will require extensive coordination with MSHP’s population health analytics team and external vendors to analyze data and disseminate key takeaways, which in turn enable MSHP to understand and act on performance drivers.

·         Partner with the Senior Director and Mount Sinai’s internal compliance and legal departments to ensure Mount Sinai’s compliance with program requirements.

·         Track both State and Federal government policy updates, as well as any new program offerings, and communicate key information and timelines to the Senior Director and Clinical Operations leadership.

·         Provide support to the Senior Director to ensure that all leadership and governance meetings are well-planned, inclusive of content creation (e.g., meeting facilitation materials, summaries of performance analysis, etc.) and the tracking of follow-ups.

·         Lead by exemplifying Mount Sinai’s core values, as a face of MSHP’s Government Channels to both internal stakeholders and State and Federal government entities (e.g., New York State Department of Health, CMS, CMMI)

·         Accept and perform other duties as assigned (i.e., ad hoc support to the Senior Director and Clinical Operations leadership)

·         Bachelor’s Degree required; graduate degree preferred

·         5-7 years’ experience in roles that require the execution of similarly detailed, high-stakes operational initiatives

·         Meticulous and detail-oriented; consistently meets timelines and objectives; able to track highly detailed work to comply with complex government program structures.

·         Experience working with State and/or Federal government health or healthcare related programs; knowledge of Medicare ACO programs preferred.

·         Demonstrated passion for healthcare

·         Demonstrated problem solving ability

·         Experience in Microsoft business software in particular Excel, Word, Powerpoint, and Project
